Bowinn Ma MLA for North Vancouver-Lonsdale
Elected as the MLA for North Vancouver-Lonsdale in May 2017, Bowinn is also a licensed Professional Engineer and certified Project Management Professional. Prior to being elected MLA, she managed terminal expansion and redevelopment projects at the Vancouver International Airport. She currently serves as the Parliamentary Secretary for TransLink.
Dr. Alex Bigazzi Assistant Professor, Dept. of Civil Engineering and School of Community and Regional Planning - University of British Columbia
Dr. Alexander Bigazzi is an assistant professor at the University of British Columbia with a joint appointment in the Department of Civil Engineering and the School of Community and Regional Planning. His primary research areas include transportation emissions and air quality, travel behavior, emerging vehicles, and traffic management and modeling. His research integrates both technical and behavioural components of transportation systems for a comprehensive understanding of the complex pathways from policy, planning, design, and management decisions to operational, environmental, social, and health outcomes.
Speech Topic - Congestion: Managing Impacts and Expectations
What exactly is congestion, and what does it do? Congestion is often discussed as problem to be solved, but it can be an inherent feature of well-functioning transport systems. This presentation examines how we define, measure, and manage congestion on our roads, buses, rails, and ports.
Michael Buda Executive Director, Mayors’ Council on Regional Transportation
Mike is a public policy executive with over a decade of experience in transportation policy and municipal government. His current position with the Mayors’ Council on Regional Transportation puts him in the middle of Metro Vancouver’s transit planning process, working with Metro Vancouver’s 23 mayors to develop and deliver their agenda to expand the region’s transit network. The Mayors’ Council, after many years of planning, analysis, debate and hard work, has in the past three years approved almost $10 billion to build new rapid transit and bus service and walking and cycling facilities across Canada’s third largest metropolitan region.
Mike has a Masters in Public Administration from the University of Victoria, and has worked for the Federation of Canadian Municipalities, local governments in Greater Victoria, as well international NGOs in Canada and Australia.

The Mayors’ Council on Regional Transportation is collective voice of Metro Vancouver residents on transit and transportation. Managing congestion in a fast growing region with limited space to add new roads is a primary objective of the Mayors’ Council. This presentation will reflect on the Mayors’ Council’s approach to congestion management, including its transit expansion plans, coordinating land-use and transportation planning, and road user pricing.
Eli Heyman Transportation Planner - Strategy and Plan Development - TransLink
Eli Heyman is a Transportation Planner on the Strategy and Plan Development at TransLink with a Master of Urban Planning from McGill University. He works primarily at engaging multiple internal and external stakeholders to secure sustainable funding and prioritize transportation investments in Metro Vancouver. Eli is passionate about big issues in land-use and transportation and how they interact to impact the quality of life of residents and their surrounding environment. During his studies at McGill, he completed his final research project on the potential equity impacts to the working population of Greater Toronto and Hamilton if a road usage charge was implemented in the region.
Speech Topic - TransLink’s Implementation of the Mayors’ 10-Year Vision
TransLink is implementing the Mayors’ 10-year Vision for Metro Vancouver Transportation. The Phase Two Plan was released in June 2018 and aims to fund and implement investments outlined in the Vision such as the Millennium Line Broadway Extension, rapid transit South of the Fraser River, significant improvements to bus and rail service and infrastructure, and funding for active transportation and the major roads network. Phasing the implementation of the Vision is a complex process with multiple stakeholders that must address imminent public transportation needs, all while working towards a joint long-term vision for the future of transportation and congestion management in the region.
